Google Can Now Use Your Customers' Gmail Data to Improve Ad Targeting: What Ecommerce Brands Must Do Before BFCM

On October 16, 2026, Google updated its privacy policy to allow content from Gmail, Google Photos, and Google Drive to inform personalized ads, the first time in the product's history that Google has permitted inbox and photo data to influence advertising. For ecommerce brands running Performance Max and Smart Bidding campaigns, this means Google can now use purchase confirmation emails, shipping notifications, and photo metadata from 1.8 billion Gmail users to improve ad personalization, giving brands with tight first-party data and conversion tracking a direct targeting advantage heading into Black Friday.

What Does Google's Gmail Ad Personalization Change Mean for Your Campaigns?

For users who opt into Google's "Personal Intelligence" feature, their Gmail and Photos data flows into AI-powered ad systems that inform which products and brands they see in Search, Shopping, and Demand Gen. In practice, a customer who received a shipping confirmation from a competitor last week may now see your ads prioritized when Smart Bidding detects higher purchase intent. Google processes only summaries and inferences from email and photo content, not raw inbox text, and advertisers do not receive direct access to any user email data.

How Does Google's Personal Intelligence Feature Actually Work for Ecommerce?

Personal Intelligence, launched in January 2026, is an opt-in feature inside Google's Gemini and AI Mode in Search. When users connect Gmail, Google Photos, or Google Drive, the AI surfaces contextual signals including purchase history, delivery schedules, and product comparison searches. These signals improve the relevance of Search and Shopping results, and when the user has opted into personalized ads, those same contextual signals influence which products appear in their Google AI Mode shopping carousel, their Demand Gen video feed, and their remarketing pool.

The October 16 policy change removes the prior explicit prohibition on using Gmail, Photos, and Drive content for ad personalization. It applies globally except in the EEA, Switzerland, UK, and Nigeria. Users can disable it at any time in Google Account Data and Privacy settings under "Personalized Recommendations."

"For ecommerce brands, this is the most significant expansion of Google's audience signals since Customer Match launched in 2015."

The practical implication for advertisers: Google's Smart Bidding now has access to a richer layer of purchase intent data for opted-in users. Brands running Performance Max with complete product feeds, accurate ROAS targets, and enhanced conversions enabled will capture the most value from these signals. Those without tight conversion tracking will leave ROAS on the table during the most competitive shopping season of the year. Which Google Campaigns Benefit Most from Personal Intelligence Signals?

Smart Bidding-dependent campaigns see the greatest benefit: Performance Max, Shopping, AI Max, and Demand Gen. These campaigns rely on Google's real-time signals to make bid decisions across millions of impressions per day. As more users opt into Personal Intelligence, the pool of high-quality purchase intent signals grows, improving Smart Bidding's ability to find the right buyer at the right moment. Brands with robust Google Ads campaign infrastructure and complete product feeds are positioned to benefit most from Personal Intelligence as it scales through Q4.

What Should You Do Now with Google's Personal Intelligence Ad Targeting Change?

  1. Enable enhanced conversions immediately. Enhanced conversions in Google Ads match hashed customer email addresses from your checkout to logged-in Google users. When a customer has opted into Personal Intelligence, their Gmail purchase history and your enhanced conversion data work together to strengthen Smart Bidding signal quality. Set this up in Google Ads under Goals > Conversions > Enhanced conversions for web.
  2. Set up Google Tag Gateway before BFCM. Google Tag Gateway routes conversion events through your own domain before sending to Google, increasing match rates 14 to 20 percent on average and over 20 percent for Demand Gen. Brands with strong first-party signal flow will benefit the most from richer Personal Intelligence signals. Configure this in Google Tag Manager under Admin > Tag Manager Hosting.
  3. Run a Merchant Center feed audit before November 1. Personal Intelligence helps Google match user intent signals to the right product in your catalog. If your feed is missing variant attributes, has stale pricing, or lacks product-level identifiers, Google cannot surface the right item at the right moment for high-intent buyers. Use the Merchant Center diagnostics tab to identify and fix feed gaps.
  4. Submit BFCM promotions to Merchant Center before October 31. Promotions submitted before October 31 appear in AI Mode shopping carousels and Google Universal Cart with deal badges. Personal Intelligence signals route high-intent buyers to these placements when purchase intent from Gmail data is detected. Submit promotions at merchants.google.com under Marketing > Promotions.
  5. Refresh your Customer Match lists in Data Manager. With more users opting into Personal Intelligence, your hashed email lists in Google Ads Customer Match become more powerful, as Gmail data can now reinforce the match and improve bid adjustments for known customers. Run a fresh upload of your buyer list now and again after BFCM closes. Note that Google Ads Data Manager stops requiring SHA-256 hashed data on November 16, see our full guide on that change.

"Brands that have enhanced conversions, Google Tag Gateway, and a clean product feed active before November 1 will enter BFCM with a measurable first-party data advantage."

Does Google's Gmail Policy Change Raise Any Risks for Ecommerce Brands?

The policy change primarily affects consumers, not advertisers. Advertisers do not receive raw Gmail data, user names, email addresses, or any directly identifiable information from the Personal Intelligence system. What changes is the quality of Google's targeting and bidding signals for users who opt in. Brands do not need to update their ad creative, audience lists, or campaign structure to benefit. The improvement flows automatically through Smart Bidding campaigns that have sufficient conversion data and accurate product feeds.

Frequently Asked Questions

Can ecommerce brands access users' Gmail data through Google Ads?

No. Advertisers do not receive access to any Gmail content, email addresses, or personally identifiable information. Google processes the data internally using summaries and inferences to improve ad relevance for opted-in users. Advertisers see only standard campaign performance metrics.

Does this change affect Search campaigns or only AI-powered campaigns?

Personal Intelligence signals primarily benefit Smart Bidding campaigns, including Performance Max, Shopping, AI Max, and Demand Gen. Standard text ads in manually-bidded campaigns may also see improved match quality as user intent signals improve across the network, but the most direct benefit flows through automated bidding systems.

Do ecommerce brands need to change their campaigns for this update?

No campaign structure changes are required. The improvement flows automatically through Smart Bidding. However, brands can maximize the benefit by ensuring enhanced conversions, Google Tag Gateway, and complete product feeds are active before BFCM. Brands without these in place will benefit less from the expanded signal pool.

Is this privacy policy change active in all markets?

The change is active globally except in the European Economic Area (EEA), Switzerland, the United Kingdom, and Nigeria, where separate data privacy regulations apply. US-focused ecommerce brands are the primary beneficiaries heading into BFCM. Google rolls this out as users connect apps to Personal Intelligence on their own account timelines.
